The orchestra was formed on November 3, 2023, at the invitation of Kai Hikita and Sei Hayashi. It will be based in the Kanto region and aims to perform overseas in the future. It currently has 53 members. It mainly performs symphonies and concertos, and aims to raise awareness of period performance techniques and encourage their study and practice in the music world. It is not a junior orchestra, but is self-managed and managed. Many of its members are not historical performers, but excellent young performers who perform in modern settings, so it also aims to help the younger generation understand H.I.P. more widely.
